I completely agree.
How did the server end up at the top anyway?
It would be cool if ops could join even if the server was full.
Meaning the maximum limit only applies for architects downwards.

It says 'too many connections'.
EDIT: It's a beacon for guests. There are about 50 guest connection fails per minute.

When I look In console I average out at about 1 Connection a second.

And these people who are trying to connect are making the server so horribly laggy! Guess this blessing of popularity is actually a curse!
